3、投标人资格要求投标人应具备的资格或业绩:投标人资格和业绩要求：Qualification and Achievement requirements for the bidder投标人需提供以下文件The following docu
ments must be provided*（1）投标人须按招标文件第一册第四章格式IV-9.资格证明文件格式的要求填写和提交有关资料。*（2）投标产品原产地在关境外的投标人必须是制造商；或者是制造商直接授权的代理商（进口产品开标前未进入中国关境内的，投标人必须是在关境外注册的公司；进口产品开标前已进入中国关境内的，投标人必须是在关境内注册的公司），代理商投标需具备以下条件：①必须提供制造商对本次投标的唯一正式授权书（授权书必须由制造商直接授权，不允许二级授权）；②投标人在当地依法登记注册的时间距开标日满三年，需提供营业执照等注册登记的有效证件复印件；③距开标日三年内，投标人须具有同类产品至少两个不同年份的销售业绩，需提供证明其销售业绩的合同或订单复印件（至少提供2份不同年度的合同或订单复印件）或用户证明，并由投标人代表签字或盖章。*（3）投标产品原产地在关境内的投标人必须是制造商（不接受代理商投标）。*（4）投标人未被中国石油招标投标网( pcbidding.com查询）。上述内容以评标委员会现场在对应网站的查询结果为准。*（6）距开标之日前一年内，投标人在中国石油物资 组织的招标活动中对评标结果的无效投诉（包括中石油集团公司机电办处理结果为：不予受理、驳回、维持原评标结果）达到一次及以上的，投标将被否决。*（7）投标人须提供 *（8）第八章中要求的其他合格的资格证书。(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information；(2) The bidder whose product origin is outside the customs must be the manufacturer; Or the agent directly authorized by the manufacturer.
