3、投标人资格要求
投标人应具备的资格或业绩:（1）资格要求 Requirements for Qualification of Bidder A．★营业执照：如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，并加盖公章；如果投标人为境外注册公司，需提供有效的公司登记注册证明；A．★Business licence：If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period); If the bidder is an overseas registered company, it shall provide valid company registration certificate.B．★体系认证要求：投标人须同时具备有效的GB/T19001（或ISO9001）质量体系认证证书、GB/T24001（或ISO14001）环境管理体系认证证书，由中国国内机构发证的可在中国国家认证认可监督管理委员会网站(http:// /)核实。
投标时需提供相关证书的扫描件（原件备查）；B. ★GB/T or ISO certificates- requirement：The bidder must hA/Ve valid GB/T19001 (or ISO9001) certificate and GB/T24001 (or ISO14001) certificate. The certificates which issued by China’s domestic institutions should can be verified on the website of China National Certification and Accreditation Administration (http:// /). Bidders must provide scanned copies of the certificates (original for future reference).C、★制造商投标要求（不接受代理）：C、★Bid by Manufacturer requirement （Bid by Agent is not accepted）投标人应为所投货物的制造商或成撬商。
本次招标不接受代理商投标。

Failure to obtain bidding documents through legal channels：Participation in bidding is not allowed.（2）资质要求及证明文件：无Requirements of Qualification of Bidder and Certificate：None（3）★业绩要求Requirement for Bidder's reference:从2019年1月1日起至投标截止日（以合同签署时间为准），投标人应具有至少1个已完成的不小于100米水深导管架平台的外加电流阴极保护及监测系统的供货业绩（供货业绩的制造商必须是本次投标产品的制造商或成撬商），投标人应提供设备第三方认证证书（第三方认证证书是指应取得第三方发证检验机构证书的设备必须取得海上设施产品检验证书，不可以用船用产品证书、型式认可证书替代海上设施产品检验证书）。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。
业绩证明文件包括但不限于：1）销售合同和2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。
投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（应有双方盖章）、制造商名称、货物名称、技术文件及到货验收材料（到货验收单或调试验收报告或使用方出具的有效证明文件）。
未提交业绩证明文件，或所提供的业绩证明文件无法体现满足上述业绩要求的，均视为无效业绩。
From January 1st, 2019 to the deadline for bidding (subject to the contract signing time), the products submitted by the bidder shall hA/Ve at least one completed performance of supplying impressed current cathodic protection and monitoring system (ICCP+CPMS) for not less than 100 meters deep water jacket platforms（The bidder shall be the manufacturer of bid goods or Machinery Assembly and Integration compnay）Bidders shall provide third-party certification certificates (Third party certification certificate refers to the equipment should obtain a certificate from a third-party certification inspection agency which must obtain an offshore facility product inspection certificate. Ship product certificates or type approval certificates cannot replace offshore facility product inspection certificates. The bidder shall submit the performance table in the prescribed format and relevant performance supporting documents. The performance documents include but are not limited to: 1) a copy of the contract (including relevant technical annexes) and2) the arrival and acceptance materials (arrival and acceptance sheet or commissioning acceptance report or valid documents issued by the user). The performance documents submitted by the bidder must at least reflect the following: contract signing time, contract signing page (should be stamped by both parties), manufacturer's name, name of the goods, technical documents and arrival and acceptance materials (arrival and acceptance sheet or commissioning acceptance report or valid documents issued by the user). Failure to submit performance documents, or the performance documents provided do not reflect the fulfillment of the above performance requirements, are considered invalid performance.（4）其他要求：★产品生产标准要求：提供以往项目的外加电流阴极保护及监测一体化装置第三方产品认证证书，同时投标人须承诺：本项目产品必须满足QBZH 11111.05-2021，QBZH 11111.07-2024 及相关规范要求。
★Production standard requirements：Provide third-party product certification certificates for the impressed current cathodic protection and monitoring integrated device of previous projects. At the same time, bidders must promise that the products of this project must meet the requirements of QBZH 11111.05-2021, QBZH 11111.07-2024 and relevant specifications.★产品认证证书：投标人必须承诺：提供中华人民共和国应急管理部认可的ABS、BV、CCS和DNV船级社机构证书（需要从以上任意一家机构获得第三方产品认可证书），除了上述4家机构外的任何机构包括他们的下属机构均不允许。
并随设备一同交付。
★The Products certifying agency's certificates：The bidder must promise ：The Products certifying agency's certificates shall be issued by one of the agencies among ABS, BV CCS and DNV which are approved as Classification Society by the Emergency Management Department, PRC. It’s not allowed that the certificates issued by inspection subordinate organization, certification subordinate organization or consultant subordinate organization of these 4 Classification Societies approved by the Emergency Management Department, PRC. The Certificate of Compliance shall be issued with the cargo delivered.
