3、投标人资格要求
投标人应具备的资格或业绩:（1）投标人必须是自主合法技术专利拥有者；投标人投标人应具有中国大陆成功运行规模为≥20万吨/年双酚A成套技术工业化应用业绩。业绩以合同为准，需提供合同扫描件，使用单位负责人姓名及联系 Bidder must be legal patent owner of technology. T Bidder shall hA/Ve the record of successful industrial application of complete set of BPA technology with a successful operation scale of ≥ 20kTA in China mainland. The performance shall be subject to the contract. A scan copy of the contract, the name and contact number of the person in charge of the user unit shall be provided for verification。
(2) 投标人须提供各种（合格有效的）资质证书的扫描件：如营业执照、经营许可证等；
Bidder should provide the printed version of various valid qualification certificates, such as business license and operation license, etc (The scan copy must be signed or sealed by the bidder).
(3) 投标人
The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its scan copy (The signature or sealing by the respective of bidders is needed).
（4）提供2019年至2021年的财务会计报表，如果投标人是股份 的 （或科研院所），可以只提供资产负债表、现金流量表、利润表的复印件，加盖投标人公章。
Provide Financial Status Reports for the years from 2019 to 2021. If the bidder is a branch of a limited company (or a research institute), financial reports can be limited to duplicates of balance sheet, cash flow statement, and income statement. Bidding Company’s stamp is required on the reports.
(6)信誉要求： Requirements for reputation
6.1在最近3年内未发生重大设计质量问题。
No major design quality problems hA/Ve occurred in the last three years.
6.2未被工商行政管理机关在全国企业信用信息公示系统 列入严重违法失信企事业名单。
It has not been included in the list of serious illegal and dishonest enterprises and institutions by the administrative department for Industry and Commerce in the national enterprise credit information publicity system ( ).
6.3未被最高人民法院在“信用中国”网站 列入失信被执行人名单；未被中国执行信息公开网（ /）列入失信被执行人名单。
It has not been included in the list of dishonest persons executed by the Supreme People's Court on the "credit China" website ( ). It has not been included in the list of dishonest persons to be executed on the China Information Disclosure website（ / ）.
6.4投标人或其法定代表人、拟委任的 The bidder or its legal representative and the person in charge of the project to be appointed are not guilty of bribery.
6.5按照《中国石油天然气集团 投标人失信行为管理办法》开标当日未被中国石油招标投标网暂停或取消投标资格。

(7)满足招标人基础设计所需的初版PDP文件，交付时间不得超过开工会后12周，可分批次提供；修改版PDP文件交付，不得超过开工会后14周。终版PDP文件交付，不得超过开工会后20周。。
